COP28 in Dubai concluded with a consensus outcome that called on countries to contribute to transitioning away from fossil fuels in energy systems, the first time a UNFCCC COP decision explicitly used such language. The agreement emerged through difficult negotiations and was framed within the first global stocktake of the Paris Agreement, linking present action to long-term temperature goals.
