Doha Amendment finally enters into force at the end of Kyoto's second period
The Doha Amendment entered into force on 31 December 2020, after finally obtaining the required number of acceptances. By then, the second commitment period it covered was already ending, which illustrated both the persistence and the diminishing practical centrality of the Kyoto system. Even so, the amendment's entry into force had symbolic and legal importance because it confirmed that parties had sustained Kyoto's treaty architecture through 2020 and formally closed the book on its extended phase just as the Paris era was taking over.
