Early life and education

Seth Terkper, born in Somanya, Ghana, began his education in the Presby cluster of schools and later earned a Bachelor's degree in B.Comm from the University of Cape Coast (UCC) in Ghana; he is also a Chartered Accountant and holds a Master's degree in Public Administration (MPA) from Harvard University's Kennedy School.

Prior to joining the IMF, Terkper held various positions, including Senior Economist, in the Fiscal Affairs Department, where he led technical assistance missions to member-states and played a significant role in the implementation of the Value Added Tax (VAT) in Ghana, utilizing his expertise in fiscal affairs, accounting, and public administration.

Seth Terkper served as the Deputy Minister for Finance and Economic Planning in Ghana, where he worked on budget, revenue policy, and administration, actively participated in government business in Parliament, chaired the joint Steering Committee of the Ghana Revenue Authority and Ghana Integrated Financial Management Information System reforms, and later became the Minister for Finance and Economic Planning under President John Dramani Mahama, while also engaging in consulting work and holding leadership positions in various sectors.
