He was born on Saturday 20th January, 1940 in Cape Coast to Mr. George Kodwo Haizel and Mrs. Mary Esi Haizel (Esi Bentuma) of Fiekessim.

Education

Joseph Kwamena Sekum Haizel completed his basic education at the Government Boys' School in Cape Coast in 1953 before transferring to the Adisadel College in Cape Coast for his secondary education from 1954 to 1958.

From 1960 to 1963, he attended the School of Administration (Achimota) to take a course in professional accounting. From 1965 to 1969, he attended Glasgow's College of Commerce and Distribution on a government scholarship, where he earned his professional accounting license from the Association of Chartered Certified Accountants and joined the Ghana Institute of Taxation.

He went back to Ghana in 1970, and from 1970 to 1971 he worked as an Investigating Accountant for the Internal Revenue Service. Additionally, from 1971 until 1983, he worked as a partner and Senior Audit Manager at the professional accounting company Deloitte and Touché.

From 1983 until 1986, he served as Mankoadze Fisheries Limited's Chief Internal Auditor. He oversaw administration at Wayyss & Freytag (a German Civil Engineering and Construction Company) from 1986 to 1988, after which he was promoted to general manager, a position he held until 2001.

Constitution Review Commission

At the Ghana Constitution Review Commission in 2012, Osabarimba served as a commissioner. He serves as the board chairman of Cape Coast's Oguaa Secondary High School, a member of the board of the Christian Eye Centre, and just joined the Tema Oil Refinery.His four children are Garfield (Garry), Maureen, Hera, and Vernon. He is married. He likes singing, playing golf, and listening to classical and religious music.
