30th anniversary renews national debate on disaster governance
The thirtieth anniversary of the earthquake in 2025 prompted renewed national reflection on how Kobe changed Japanese disaster policy. Commemorations in Kobe coincided with public discussion at the highest levels of government about further strengthening disaster administration, including plans for a dedicated disaster management agency. This milestone showed that the earthquake’s legacy remains active rather than purely historical: the disaster still serves as a benchmark for evaluating preparedness, volunteer coordination, urban resilience, and the balance between central authority and local response. Three decades later, Kobe continues to shape how Japan imagines future catastrophe and recovery.
