Joyce Bawah Mogtari is a Ghanaian lawyer and politician
Mogtari received her secondary education at Wesley Girls' Senior High School. She continued on to the University of London's Holborn College, where she earned a Bachelor of Laws (LL.B.) in 1997. She also has a master's degree in maritime law (L.L.M.) from Malta's International Maritime Law Institute (IMLI), where she won the IMO Legal Committee Chairman's Award for Best Overall Performance in International Transport Law. She also has a master's degree from the Kofi Annan International Peacekeeping Training Centre in Ghana in conflict resolution and mediation.
After being properly admitted to the bar in 2000, Mogtari began her legal career with Sey & Co. She later worked as a consultant for the Venture Capital Trust Fund and KPMG. From 2007 until 2013, she also held the positions of President of the Ghana Shippers' Authority and Head of the Legal Department and Solicitor Secretary of the Ghana Shippers' Authority.
John Dramani Mahama appointed Mogtari to be the deputy minister of transportation in March 2013. She held the position up to January 2017. She spoke on behalf of John Dramani Mahama's 2016 presidential campaign.
Mogtari is a member of the National Democratic Congress. Over the years, she has participated in many committees and campaign teams for the party, including working as a member of the 30-person legal team. She served as the campaign's spokesman for President John Dramani Mahama during the 2016 general elections. She was chosen by Mahama to serve as his special assistant and representative after the elections.
Mogtari has four kids and is married. Joyce is the younger sister of Otiko Afisa Djaba, a former minister of gender, children, and social protection.
Mogtari belongs to both the African Women Lawyers Association and the Ghana Bar Association. She also participates in the USA-International Visitor Leadership Program as a fellow.
