Frederick Worsemao Armah Blay is a lawyer and Ghanaian politician, who served in multiple terms in the Second, Third, and Fourth Parliament of the Fourth Republic, representing the Ellembelle Constituency in the Western Region of Ghana.
Blay, a member of parliament representing the Ellembele constituency in Ghana, won elections in 1996, 2000, and 2004. He was initially the Second Deputy Speaker, then the First Deputy Speaker after the NPP's victory in 2000. In 2004, Ala Adjetey was nominated for the Second Deputy Speaker position, leading to a contest with Ebenezer Sekyi-Hughs and ultimately losing to Alhaji Alhassan.

Blay serves as the board chairman for the Ghana National Petroleum Corporation (GNPC) and was re-appointed by Nana Akufo-Addo in 2021. He holds the position of Senior Partner at Blay and Associates. Furthermore, Blay is the board chairman and majority shareholder of Western Publications Limited, which publishes several newspapers, including the flagship Daily Guide, Business Guide, News-One, and Young Blazers.
