Francisca Oteng-Mensah is a Member of Parliament for the Kwabre East Constituency and was the youngest parliamentarian in Ghana.
Francisca was born at Aboaso Hospital in Mamponteng, Ashanti Region. She is the daughter of Dr. Kwaku Oteng, a businessman and physician who serves as the CEO of the Angel Group of Companies, and Mrs. Joyce Oteng.
Francisca received her elementary and primary education at three separate institutions. She began her education at the Roman Catholic School in Mamponteng, continued at Breman's Revival Preparatory School, and then finished her Primary Sixth grade at Supreme Saviour International. Her junior high education was finished at Angel Educational Complex. She then went on to finish her senior high education at St. Roses Senior High School.
She worked as a secretary at the Angel Group of Companies in Kumasi prior to being appointed to the position of member of parliament. She was named the National Youth Authority's chairperson in December 2017.
she was elected to the Ghanaian Parliament for the Kwabre East Constituency in the Ashanti Region. At age 23, she is now the youngest member of parliament. Nana Akuffo-Addo proposed her for the position of Deputy Minister for Gender, Children, and Social Protection. On Wednesday (December 28, 2022) she was sworn in as a Deputy-Minister for Gender, Children, and Social Protection.
Francisca is a Christian and fellowships with Assemblies of God Church.
