Bernard Joao da Rocha was born on16 May 1927
B. J. Da Rocha was raised in Cape Coast, Ghana, and attended Adisadel College for his secondary schooling.
He served as the Ghana School of Law's first Ghanaian director.
Prior to his retirement in 1992 as the first Ghanaian Legal Director of Education, he taught at the Ghana School of Law for almost two decades. Additionally, he held the position of general secretary for Kofi Abrefa Busia's Progress Party.
Da Rocha was recognized for his contributions to the legal profession by the Ghana Bar Association in 1993.
In Da Rocha's honor and memory, Mountcrest University College in Ghana established a lecture and a chair in law and politics in order to recognize his contributions to the legal community in Ghana.
