Abena Osei-Asare was born on January 16, 1979.
Abena Osei-Asare attended Achimota Primary School and later continued her secondary education at Wesley Girls High School in Cape Coast. During her time at Wesley Girls High School, she pursued a General Arts program, which included elective subjects like Economics, Geography, and Elective Mathematics (1995–97).
For her tertiary education, Abena Osei-Asare chose the University of Ghana, where she specialized in Economics and Geography. She earned her Bachelor of Arts (Hons.) in Economics with Geography from the prestigious institution. Her educational journey didn't stop there; she furthered her studies by obtaining a Master of Science in Development Finance from the University of Ghana Business School.
Upon graduating with her first degree, Abena Osei-Asare embarked on her professional journey. She started her career by doing her national service at the President's Special Initiative on Textiles and Garments under President John Agyekum Kufuor. This early experience exposed her to the intricacies of government operations and policymaking.
Subsequently, she joined New York University in Ghana as an assistant director in Facilities and Finance, where she served diligently from 2004 to 2007.
Continuing her career at Absa Bank (formerly Barclays Bank Ghana), she took on roles of increasing responsibility. Abena served as the customer team leader in the retail department from 2007 to 2009 and later as a dealer for the Treasury Department from 2009 to 2012. Her financial acumen and leadership abilities were on full display during her tenure with the bank.
In addition to her academic achievements, Abena Osei-Asare became a member of the Association of Chartered Certified Accountants (ACCA) in the UK in 2009. Her dedication to her profession led her to attain the esteemed status of being a fellow of ACCA in 2014. She is also a member of the Institute of Chartered Accountants (ICA) Ghana, further bolstering her credentials. To add another feather to her cap, she holds a certificate in Dealing from ACI (Financial Markets Association).
Abena Osei-Asare's political journey took flight when she contested and won the New Patriotic Party's parliamentary seat for the Atiwa East Constituency in the Eastern Region in 2012. She continued her successful streak by winning the seat again during the 2016 Ghanaian general elections. Her opponent during these elections was Asante Foster of the National Democratic Congress.
During her tenure in Parliament, Abena Osei-Asare served on the Finance Committee, Public Accounts Committee, and Employment, Social Welfare, and State Enterprises Committee. Her contributions were invaluable in passing legislation and agreements and interrogating auditees based on the Annual Auditor General's Report. She also held the prestigious position of being a board member of the Parliamentary Service Board (PSB).
In 2017, Abena Osei-Asare made history as the youngest woman ever to be appointed to the Ministry of Finance and Economic Planning as a deputy minister. In her role, she acted as an intermediary between the Ministry and Parliament, facilitating discussions on loan agreements, bills, and the annual national budget.
Abena Osei Asare emerged victorious once more with 21,175 votes, securing 76.5%, while Defia Robert Kwaku of the NDC garnered 6,495 votes, representing 23.5%.
